Press Release from Forum Olivença to all Member Countries of the United Nations Organisation

On 17 September 2002, Spain's Foreign Affairs Minister, gave a speech to the United Nations Assembly, which referred to the negotiations that Spain and the United Kingdom are holding with the view to finding a solution to the dispute over Gibraltar. In the same speech the Spanish Minister declared that Ceuta and Melilla "are an integral part of Spain", and refuses any negotiations with Morocco for the return of these territories. Regarding all these territories - Gibraltar, Ceuta, Melilla - Spain claims that it is defending its territorial integrity.

However, Spain illegally occupies the Portuguese territory of Olivença, and refuses to fulfil the 1815 Treaty of Vienna that it freely signed. We denounce before your Honour Spain's hypocritical attitude and the territorial occupation of our country. During the past two centuries Spain has harassed and persecuted the indigenous population of Olivença and sought to destroy the Portuguese culture in the territory. It imposed through threats, coercion, degrading treatment, beatings and even killings, a systematic colonisation programme in the territory, and we, representing the people of Olivença condemn this attitude before your Excellency and your country.

As long as Olivença is not returned to Portugal, Spain continues to violate International Law and shows an unnaceptable disrespect to the United Nations Charter. In defending peace and respect for International Legal Rights, we condemn this intolerable Spanish attitude and demand that Spain returns Olivença to Portugal without further delaying tactics.
